SIMA height limit at match start. Does the emergency stop button tolerance apply?

According to the general rules (F.7.), the SIMA has a height limit of 150 mm at the start of the match. According to F.4.c., the emergency stop button may exceed the system's height by 25 mm.

Does this 25 mm tolerance also apply to the SIMA's starting height of 150 mm, allowing the emergency stop button to reach 175 mm at match start? Or must the emergency stop button stay within the 150 mm limit at the start?
