Is there a specific turning force for solar panels?

Dear organizers, will the solar panels be able to rotate freely or will they be tightened in a way that a specific force is needed to rotate them?

Hello,

The solar panel should be able to rotate with a minimal effort, thus there is not a very forceful tightening. They should be able to rotate freely when manipulated by a robot.
