cursor position

Question

regarding the initial position of the cursor are we free to position the cursor along the 0 area marked on the border and if so does the entirety of the cursor have to be in the 0 area or only the indicator of the cursor (in the default example the red thermometer ) ?

as says in the rules "At the start of the match, the team must place its thermometer cursor in a 0 zone of the team thermometer, without overflowing into another area"
