what is the measurement base of the grail?

Hello, We are confused that the determination of the Holy Grail's placement height is based primarily on what it's placed on, or on measuring the height of its lowest point. For example, if a corner of the Grail falls and gets stuck in the gap between a city wall and a tower, which level would that be considered? Thanks for your answer!

The height for the placement is the measuring the height of the support on which one you will place the Grail.
