Color mismatch in CMYK encoding

When the question about our team's playing field arose, I began to work on this part and used the official PDF file of the field. The print shop requested the file in TIF format and I converted it, double-checking the values of all the significant colors. Then I decided to check if the values correspond to the reference color table in the official rules and noticed that the values are completely different. I repeat: the color values in the original field file and in the reference table in the rules for all colors are different. What colors should we use and do we need to correct the color values in the pdf according to the reference table? To confirm my words, I provide a screenshot where you can see the difference, for example, green.

The official color references are the RAL code.

For the green the RAL is 6029, corresponding to CMYK 100 / 5 / 90 / 30 and RGB 0 / 111 / 61:

When we check in the svg of the elements, the RGB code is the same.

In your screenshot, you've got 5 in Red instead of 0, maybe the mistake come from the pdf compression or from the conversion you did for your printer.
